Understanding Welsh Land Transaction Tax
Land Transaction Tax (LTT) replaced Stamp Duty Land Tax in Wales from April 2018. It is administered by the Welsh Revenue Authority (WRA) and applies to all residential and commercial property purchases in Wales. LTT uses a progressive band system similar to SDLT and LBTT.
Higher Rate Transactions
A 4% surcharge applies to purchases of additional residential properties including buy-to-let investments, second homes, and holiday lets. This is added on top of the standard LTT rates for every band. Unlike England and Scotland, Wales does not offer first-time buyer relief for LTT.

Wales has a higher nil-rate threshold (£225,000) compared to Scotland (£145,000), but lower than England (£250,000). The higher rate surcharge of 4% is the lowest in the UK, compared to 5% in England and 6% in Scotland. However, the middle bands in Wales can be higher, particularly the 6% rate starting at £225,001.

Can I reclaim the higher rate if I sell my old home?▾
Yes. If you sell your previous main home within 3 years of purchasing the new one, you can apply to the Welsh Revenue Authority for a refund of the higher rate element. The application must be made within 12 months of selling the previous property.
When must I file my LTT return?▾
An LTT return must be filed and the tax paid within 30 days of the effective date of the transaction (usually the completion date). Late filing may result in penalties and interest. Your solicitor will normally handle this as part of the conveyancing process.
Does LTT apply to leasehold properties?▾
Yes. LTT applies to both freehold and leasehold transactions. For leasehold properties, the tax is calculated on both the purchase price (premium) and the net present value of the rent over the lease term. Different rate bands apply to the rental element.
